Ohio was the most recent state in which the state legislature considered making it state law to prohibit local governments from enacting ordinances that would place a fee on items like carryout bags, cups, bottles, takeout containers, straws and more. The state bills proposed to preempt fees on these so-called “auxiliary containers” have died in the Ohio legislature, having failed to pass both houses before adjournment.
